Abstract

The aim of the research is to find out the social service development model in dealing with street children in the city of Medan and to find out the obstacles or obstacles to the implementation of the Street Children Development Program in the Medan City Social Service. The research method is a qualitative method. Data collection techniques use observation, interviews. The research results show that the implementation of Street Children Development at the Social Service has been carried out well, but the results have not been consistent in reducing street children. The Social Service empowers and handles street children. The forms of empowerment carried out by halfway house managers include equality education programs for street children who have dropped out of school, moral education, training and empowerment of the skills and potential of street children. The obstacles faced are the lack of awareness in the community and the lack of facilities and infrastructure in implementing the street children development program, such as the incomplete completion of social protection homes (RPS) or child care homes. The facilities used so far come from the North Sumatra Province Social Service. Based on research conducted by researchers in the field, it appears that the implementation of the street children development program policy at the Medan City Social Service has not been optimal, indicated by the limited facilities for carrying out development programs for street children and the lack of awareness among the community, especially street children who are still on the streets after receiving guidance. . And the patrol work carried out by the Social Service often meets resistance, and this activity of dealing with beggars is the discovery of old faces who were once netted by raids.
